St. Augustine would be considered the oldest Euro-American (aka non-Native) city that has been continuously inhabited. This is somewhat controversial, however. Pensacola, FL was settled prior to St. Augustine, but was destroyed due to a hurricane thus was not "continuously-inhabited". St. Helena has a similar story, being established prior to St. Augustine, it was abandoned by the French settlers, re-settled by Spaniards, and then abandoned again.
