It wasn't. The US was the biggest producer of helium, and didn't want to sell any to Germany. So they used Hydrogen, which is also light, but very flammable.

Ray Guy was obviously a great punter. I've never heard of helium in the footballs. In recent studies, helium in a football actually makes it go a shorter distance. Like throwing a wiffle ball compared to a baseball.
