It just means the people who designed the dollar bill wanted to feature the reverse of the Great Seal on it (the design in the other circle ... the Eagle ... is the obverse, or front, of the Great Seal). The official symbolism, presented at the time the US Congress approved and adopted the Great Seal, is that the pyramid "represents Strength and Duration."
