I'm a little puzzled by the question. The United Kingdom (as a whole) doesn't have 'a second capital'. Edinburgh is the capital of Scotland, Cardiff the capital of Wales, and Belfast is the capital of Northern Ireland. Birmingham, with the second largest population among UK cities, is often referred to as the second City.
