The Tea Act was passed in 1773, before the Boston Tea Party. The Boston Tea Party was a protest against the tea act, as tea smugglers and merchants were afraid cheap tea would put them out of business. Since it was the reason for the Boston Tea Party, it could not be a punishment for Massachusetts.

Boston Tea Party
There was only ONE tea act and it was a little bit after 1763.
it was to pay for their taxes of tea so they threw it over a boat
it was an act of the colonists AGAINST the british government. in other words, an act of patriotism.
The Tea Act LOWERED the cost of the British tea tax and the British did it to make the tea more competitive against the tea that was being smuggled in from Holland by American smugglers. The smugglers were upset to see that they would loose business and it had nothing to do with taxes.
The colonists protested the passage of the Tea Act. One infamous event was the Boston Tea Party, in which protesters destroyed a shipment of tea.
