Generally speaking, ancient Rome had 4 types of government. Of the four, one was a subset of one of the main types of government.

Listed here are the kinds of governments Romans lived under:

A. A Monarchy. In its earliest years Rome was ruled by a king. The king was not a ruthless tyrant per se in that he consulted with high levels of Roman citizenry many times;

B. Rome basically threw out their last monarch and established a government that can be called a republic. The republic was meant to share powers within the government. It also, on paper as it is said, had representation amongst all men who were citizens. Most people think of a republic much as the United States has one, however, this republic was an outstanding accomplishment, but the wealthiest members of the aristocracy held major power. This group of people were members of a governing body called the Senate.

Idea were discussed and citizens were consulted. The republic had a court system and 2 consuls to act as executives.

Compared to many ancient civilizations, this type of "republic" was a major step forward in its form;

C. As part of the republic, a position of total power was voted to one individual to serve as a dictator in times of war & other emergencies. The position had a time limit so as not to create a "king" of sorts. Rome grew to despise the position of monarch or king;

D. As a result of civil wars, there came a time when an emperor, was almost unanimously recognized as the sole ruler of the ancient Roman Empire. The Romans did not refer to this position as an emperor, but he was the "first citizen among the rest, who was considered an Imperial ruler.
