The Elastic Clause
The elastic clause provides flexibility for our government.The elastic clause in the US Constitution grants Congress the right to pass all laws "necessary and proper" to carry out the powers specifically granted to Congress by the Constitution.
Article I, Section 8, Clause 8 of the United States Constitution, known as the Copyright Clause, mentions inventors and their discoveries.
According to The supreme Court in McCulloch v. Maryland (1819) said that Article I, Section 8. The "Necessary and Proper" Clause gave Congress the power to establish a national bank.
