Defcon has 5 levels. Defcon 5 is the lowest, the normal setting, so yes the US have been at D5 Defcon 4 is above normal, so during a war like Afghan and Iraq, D4 would have been activated Defcon 3 is where we start to worry. This is the one during critical points during war. Just to put into perspective, D4 was standard setting for ICBM sites during the Cold War. Defcon 2 is not good at all. There has been only 1 point where D2 was called and that was Cuban Missile Crisis, where the world was hours away from a MAD war. Defcon 1 is the worst.
