Napoleon invaded the two nations comprised of the Netherlands in 1795. One Netherlands is part of Austria. The other "half" is the Dutch Netherlands. Napoleon combines the two into the Batavian Republic and they were then part of France. Napoleon also annexes the Papal States.
While Napoleon Bonaparte was creating his empire, he annexed several countries. He absorbed the Netherlands, Belgium, parts of Italy and parts of Germany into the French empire.

Indeed Napoleon had never wanted to "annex" Russia but only to force the Czar to apply the full terms of the Continental System against Great Britain.Of course, had he carried out successfully the war, the Russia would have been deprived of some territories in favour, for example, of Austria and/or another of his allies. But it was not to be, because he was disastrously defeated.
