Requirements for membership in the House of Representatives are provided in Article I, Section 2 of the US Constitution:"No person shall be a Representative who shall not have attained to the age of twenty five years, and been seven years a citizen of the United States, and who shall not, when elected, be an inhabitant of that state in which he shall be chosen."These requirements cannot be changed without a constitutional amendment.Note that the Constitution does NOT require Representatives to be residents of the district they represent, only that they live in the same state (though it's usually extremely difficult to win an election while not living in the district).The requirements for the various State legislatures varies by each State's Constitution.
