The tenth amendment reserves to the states all powers not specifically given to the Federal government by the constitution. It reads, "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." I'm not sure it was ever observed, but it's pretty much meaningless today.
The purpose of the 10th amendment was to secure the rights of the states from a large national government. It says that any power not delegated (given) to the national government nor prohibited by it to the states (article 1 section 10) is given to the states or the people. This prohibited the federal government from gaining too much power, and giving all issues not given to the federal government to the states

Or tyranny which is the use of unjust power.
All power belongs to states that are not given to the federal government. Each state is its own individual unit.

Freedom of speech is the first amendment. The tenth amendment says that those powers that are not specifically given to the federal government by the U.S Constitution are reserved for the states, or people. unless the constitution specifically prohibits it.
