Yes he was. He was a traitor and he tried to escape by leaving Versailles because he couldn't fix the damage he'd already done. Everybody hated him.

Did Napoleon Bonaparte support or oppose King Louis XVI?

Napoleon was an emperor and was a stronger (which does not immediately mean better) ruler then Louis XVI overall, although he made poor choices. Louis was very indecisive and did not have a clue on how to do a thing corresponding on how to rule a country. Napoleon on the other hand knew what he needed to do to succeed in most situations but made some bad decisions Louis ran from his duty whereas Napoleon fought for his right to lead France to greatness.

Who was a bad King Henry VII or Henry VIII?

Henry VII wasn't a good defender, and he wasn't a very nice person either. Henry VIII was a good King, and looked after England well, but was a womanizer and wasn't very nice to his wives.

Why was the government bad in the middle ages?

The question assumes the government was bad in the Middle Ages, and this was not always true. King Louis IX of France is said to have sat under a tree outside Paris, on regular intervals, to hear whatever anyone who wished to speak with him might have to say. A serf could approach the king and express his concerns. I would not have called that bad government. When the government was bad, it was for the same reasons governments are bad today, because they are run by bad people.

Was Louis XVI a bad king of France?

No, he was not. In fact, if there would have been another person in his place on the throne at that time, there still would have been a revolution. Revolutionary feelings weren't new, the bourgeoisie had already had them back in the time of Louis XIV who had build Versailles, which drained the treasury, and Louis XIV made the bourgeoisie (not the nobility and not the clergy) pay taxes to fill the huge gap. By the time it was Louis XVI's turn on the throne, France was bankrupt and taxes were sky high.
