in my opinion, a defeat, because they basically just ran away.
but at the time it was viewed as a victory, because it saved the lives of many soldiers.
it was a defeat for the the Germans because they retreated, it was a victory for the British because if it werent for all those fishermen and sailors the soilders would of been killed
Churchill, as usual summed it up: 'Wars are not won by evacuations'. but the British made the most of the Propaganda value & when all said and done 300 000 + soldiers was no small number. No, it was no victory, but there was credit to be had from the Arras counterattack which frightened Rommel.
Although on the face of it the evacuation of troops at the beaches of Dunkirk is not a triumph, particularly from an army point of view, the triumph at Dunkirk can be seen from the perspective of:
1) The naval evacuation, with a significant contribution from the British civilian sailors, was a naval triumph.
2) The British army, through the evacuation managed to keep a significant number of their standing professional army intact. This enabled a core around which to rebuild once national service had boosted the ranks.

Had the Germans made a determined effort to destroy this army then attempted a quick channel crossing England might have been out of the war. For Britain Dunkirk is and should be consider a triumph because England was able to save a large part of there army. Even through the Army lost most of the equipment it gave England the ability to defend its own soil. Now the Germans would have to cross the channel and destroy the army that they failed to destroy in Dunkirk.
The rescue of 338,000 allied (mostly British) troops from the Dunkirk beaches was a massive logistical triumph as only 10% of that number were expected to escape.
It was a tactical defeat but a strategic success, because allowed about 400,000 British and French soldier of being evacuated to England, thus preventing them of being captured by the Germans.
Dunkirk can be seen as a disaster and a triumph. British solidiers lost many of their equipment and lots of people died. Although around 330,000 solidiers managed to evacuate across the british channel.
