No one created scientific method. It evolved gradually throughout history, and Aristotle's scientific methods are only one set out of many. Aristotle's is very, very good however and if you read Aristotle you will find that he achieved an incredible amount for someone who did not have the advanced technologies that scientists depend on today.
The scientific method was developed over a few centuries, especially in the Renaissance. Galileo had a big part on developing it. Francis Bacon developed the scientific method.
