∙ 15y agoFalse, he issued it in the Fall of 1862 after the Union victory at Antietam. An additional point is that the Emancipation Proclamation did not "free the slaves". All the document did was to "free the slaves" in the states in rebellion. While to many this may seem to be one in the same, it is actually not. There were still three slave states in the Union during the course of the war. In the context of the proclamation, the Confederate campaign that was halted at Antietam was called the Maryland Campaign. It was the Confederate goal to bring the slave state of Maryland into the Confederacy.

President Lincoln SIGNED and ISSUED the Emancipation Proclomation. I don't believe that history is clear on whether or not he actually SPOKE it.

Abraham Lincoln freed all slaves living in the US by giving his famous Emancipation Proclamation. Addendum: This statement is not correct. The Emancipation Proclamation only offered freedom to those Southern Slaves able to escape to the North. Slavery was practiced before his Proclamation in the North as well as after and until 6 months after the Civil War.

The initial order was issued and went into effect on September 22, 1862, 5 days after the Union had claimed victory in the Battle of Antietam, Maryland. The final or second part of the Proclamation, was issued and went into effect on January 1, 1863.
All of the Union states that allowed slavery before the war were not affected by Lincoln's Emancipation Proclamation.
