The hair grows in a kinking and twisting manner [tightly coiled, like a spring]and will actually begging to grow back into the skin, thus causing something in medicine that we call a "foreign body reaction". That becomes irritated and infected. If in the scalp it's called acne, and on the face, "pseudofoliculitis barbae"...
