Chop Suey is a dish local to Toisan in southern Canton. There it is pronounced, "Tsap Suei", but it is most definetly the same dish. Due to early immigrants from China to California it spread to America before most other Chinese foods did.
Nobody knows. It may not have been "invented" per se, but may have evolved over a period of time. Although popular culture says that Chop Suey was invented in San Francisco (or was that New York?) about 1900, it existed in Taishan, Guangdog Province, in China in the 1880s, and likely for quite some time before that.
