I do not think so. For starters, Rome's empire was more or less an accident as a result of simply trying to protect their capital (Whether it be preemptive attacks or conquering lands to shelter Rome). The US on the other hand just does whatever possible to work its way into other people's problems. Also, people use the argument often times that Rome had a Senate and collapsed what will happen with a house and a senate? This argument doesn't really make sense to me because the Roman Senate had periods that fluctuated from a senate with no power and monarchs that ran the show to times when they controlled everything. It had spots with 1,000 or so members and doesn't really look anything like our house or senate. I think we are simply two different civilizations that will lead two different paths with the similarity of being very strong at some point in time, but that is all.

Constantine did model the new city on Rome. But all new towns were modelled on Rome in their civic area, and this did not necessarily make them look like Rome.
