The Jews did not like tax collectors because they a) represented a foreign government and foreign leadership and b) took their money. Stories from the Bible like Zacchaeus show the generally poor opinion the Hebrews had of tax collectors. In other passages, Jesus is criticized by the religious leaders for associating with tax collectors and sinners.

Normally, its hard to touch a bird in a group but if you do, I don't think it is treated like an outcast. I've seen kids touch them but they other birds are fine.
