No, the cold war had nothing to do with the collapse, there are 2 main reasons. Starting in the 1980s, their neighbors decided to put trade sanctions on the soviets because of invasion threats.
Also, they've decided to become more democratic since the end of the WWII, they eventually ended Stalin's totalitarian regime so it became almost a total democracy. Because they were still communist, nobody wanted to work so they just lost all their money.
