The concept of the modern superpower has really only arisen since WWII. The rise of the USA and the USSR (Russia) as superpowers was almost simultaneous; it is fairly futile to try to rank one against the other. In earlier history several powers were more-or-less superpowers of their day, including the Romans, Spain, and China.
