WRONG u can be sgt. forge, anders, and captin cutter, the same arbiter in haol.o 2-3,brute chieften and (the WRONG part) the prophet of REGRET, u can not be the rebels fore runners flood or serina and cortona
cortona is not in halo wars @ all and halo wars is something BEFORE halo combat evoled(they are like from before halo 1)
okay the first guy was actually right on who you can be except for the rebels, which is captain cutter. If you were the same arbiter in Halo wars as you are in Halo 2-3, that means there would BE no arbiter in Halo 2-3, cause in the campaign the arbiter is killed by Sergeant Forge. And i think they're coming out with an expansion where you can play as the flood.
