Conceived by Mao Tse Tung, the goal of the "Great Leap Forward" was to build China's economy to match America's by 1988.Mao planned to develop both agriculture and industry; he believed that both had to grow to allow the other to grow. Industry could only prosper if the work force was well fed, while the agricultural workers needed industry to produce the modern tools needed for modernization.
Mao divided the country into communes, with 5,000 families per commune. They were encouraged to set up "back-yard" production plants, and some 600,000 backyard furnaces added a considerable amount of steel to China’s annual total. However this drew workers out of the fields, and with 1959 and 1960 being years of bad harvests, some 20 million Chinese died of starvation or starvation-related disease by 1962 and Mao admitted the "Great Leap Forward" was a mistake.
