were different laws were made etc. the roman emperor made the 12 table of laws so if people tried to say they didn't now what the laws were they would be arrested and thrown into jail cause the 12 tables of laws were put on clay tablets and sat and hang in the town center!

The Romans had criminal court and civil courts. During the period of the monarchy the kings issued laws. During the period of the republic the consuls proposed bills to vote of the Assembly of the Soldiers and the Assembly of the Tribes, the plebeian tribunes proposed bills to the vote of the Plebeian Council and the praetors (the chief justices) made amendments to existing laws to bring them up to date. During the period of rule by emperors the emperors issued imperial edicts.
