Often this term is used to describe the years of the late 1930's in the Soviet Union. Stalin undertook a policy of purging the Party of all Communists he suspected were traitors to the Soviet Union or were plotting against him. The purges were horrible, and all "traitors" who went on mock trials all were found guilty. Later in the memoirs of Nikita Khrushchev, he recalls speaking to his friends about the curiosity of all the communists who were tried, none were ever found innocent. Khrushchev also reveals that he played a big part in the purges and signed off on over 40,000 death sentences for "disloyal communists".
