I think it was formed by land around it breaking off by weathering and drifting away by erosion. The broken off land may make islands that continually move. I am doing a project but I don't know how peninsulas are formed. This is my best answer so far. If you look at a picture of "Banks Peninsula" there are a lot of spaces between land which gave me my answer. You can use the link below to see the images.
