a pen = 'stylo' or 'un bic' for most French from France. French canadians say 'stylo'. pronounces "stee-low"

You could also say 'crayon à encre', that's much more precise.

'Permenant pen' would be 'crayon permanent' OR 'indélébile' ( pronounces almost like indelible )

In France, you might hear a variation like 'un bic permanent'
