First make sure the the rear brakes are correctly adjusted. Next thing is to make sure the front wheels are choked so that the car does not roll during adjustment. Now release the handbrake. Next to the handbrake you will see two nuts on a threaded shaft. The bottom one is used for adjusting the handbrake whilst the top one is just a lock nut to stop the bottom nut from working loose. You will need to loosen the top nut and then turn the bottom nut to adjust the handbrake. The handbrake should be adjusted so that it holds the car when clicked 4-7 times.
THE FORD GUY SAYS` remove leather gater from handbrake, you will see a 10mm nut, give it a few turns and try, and a few more and try again till its about 4/5 clicks, that's it good luck

jack rear of car use jacks,with the hand brake off pump food brake 2-3 times,with food brake pressed down pull hand brake up in a normal manner 3-4 times ,this should reset the handbrake.
Release the handbrake, pump the brake pedal a few times to settle the brakes, then apply and release the handbrake a few times. The rear brakes are self adjusting so be careful not to over do it or you will end up locking the your drums. If this does not work, then you need to get the tools out. Jack the rear of the car up, use axle stands for safety. Slacken off the handbrake cable adjuster nut, lift handbrake lever up 4 clicks, tighten handbrake cable adjuster nut until it takes up the slack, check rear drums rotate freely, job done.
1. Put drivers seat all the way back and with a 1/4 inch extended 10mm socket, undo the adjuster nut (which is just under the handbrake lever) so there is plenty of laxity in the handbrake cable2. Chock front wheels, jack rear up, take rear tyres off, handbrake off, car in neutral (you can chuck the tyre under the car incase it falls off the jack)3. take rear brake calipers off , (1/2 inch 19mm socket works best) Undo the 2 bolts holding caliper on. If your not familiar with how the pads fit into the caliper then now is a good time to check because it is easy to accidently bump them out.4. Pull the disc rotor off and check the inside of the drum where the pad rubs. Clean all the dirt, dust and rust out from inside the drum surface. use a wire brush and compressed air, dont breath in the crap,5. at the bottom of the drum pad assembly is a bolt with a skinny nut with lots of slots cut into the side of it. This is the handbrake adjuster nut/cog.6. with a small flat head screw driver and hammer, tap the adjuster nut around (as you adjust the nut the drum pads expand and hit the inner surface of the rotor hub). Every turn or 2, push the rotor back on until you can only just get it on. This will be pretty close to the correct adjustment7. you can still adjust the little nut with the rotor on, There is a hole in the rotor (it may have a rubber grommet in it. Turn the rotor until the little hole is at the bottom, Adjust nut if you need to with a flat head screwdriver8. WHEN DOING THE OTHER SIDE THE ADJUSTER NUT GOES THE OPPOSITE DIRECTION9. re assemble, check handbrake, re adjust 10mm nut under handbrake cable if needed, repeat steps 2-8 if neededThe crewman handbrake should easily be able to lock the rears when going forward, BUT is hopeless in reverse. I would never trust it to hold a boat on a steep boat ramp!Yes you can adjust the handbrake with out pulling the calipers off by sticking a screw driver thru the little hole but seeing the dust and dirt is probably why your handbrake doesn't work then you should take the extra time and do it properly.

There is a hexagon nut on the compensator yoke,this is where the cable meet near the axle. The manual calls for you to pull the handbrake on 4 clicks,then adjust the nut,checking the rear wheels until you can just rotate them by hand. You should now really remove the rear drums and check that the cam which moves the brake shoes,is just contacting the shoe web through it's locating hole.This is to ensure no lost movement or uneven operation.When the drums are back on,test the brakes,the manual calls for them to be fully locked by 8 notches.
