Tyrants were appointed to avoid looming revolution by lower-class citizens in city-states. Their job was to strike a balance between a ruling aristocracy and the poorer farmers who were being plundered by those aristocrats..

They succeeded in this but the long term problem was that the tyrant had to employ a large bodyguard to protect himself from being murdered by the disgruntled aristocrats, and to pay them he had to impose a tax. The Greeks hated taxes, and eventually would expel the tyrant.

When thee oppressiveness of the upper class oligarchs over the common people was leading to civil war, a tyrant would be appointed or take over to impose quiet and arrange a fairer deal for the lower people. The problem was that the oligarchs would try to assassinate the tyrant, so he had to hire a strong bodyguard to protect himself. To do this he had to impose taxes, and the Greeks hated taxes, so when, after a couple of generations, they had forgotten how bad it had been under the oligarchs, they tended to expel the tyrant, and the oligarchs would try to grab control again. In some cities they opted for democracy as an alternative.
