The war itself, that is the actual fighting with armies, started in 31 BC. However it had been building up since their first meeting when Octavian was just 18 years old. The two never liked each other and Antony treated Octavian rudely and arrogantly at this first meeting. Even though they temporarily became allies and even brothers-in-law, they still could not come to a mutual agreement.
Both men wanted supreme power. The two never really got along from their first meeting onward. Antony disregarded Octavian as a nobody and tried to rob him of his inheritance. Octavian fought back. Over the years their relationship was one of first war, then cooperation, then Propaganda efforts to discredit each other. Octavian proved to be the master politician and, due to Antony's neglect of his supporters in Rome, was able to discredit Antony and gain support for the last civil war of the republic.

Mark Antony marries Octavian's sister, Octavia. He plans to take over all of Rome and leave Octavian in the dust (or dead). Mark Antony, a party type, goes off to Egypt. There, he falls in love with the Pharaoh, Cleopatra. They have an affair, and Octavian uses this as a tactic to turn the public against Mark Antony (the Romans hate Cleopatra). Using this gossip, he convinces the people that Mark Antony has been "put under a spell" by Cleopatra, and uses this as an excuse to start a war against him. At the Battle of Action (A naval battle), Mark Antony and Cleopatra's forces are defeated, and they both commit suicide. Octavian takes power, and rechristens himself Caesar Augustus.
Octavian started the war against Anthony because he wanted all the power and control, He used Anthony's affair with Cleopatra as a way to intice him into the war.æ Anthony was married to Octavian sister and he didn't divorce her before he married Cleopatra.
Usually, throughout history, there are no governmental decisions to start a civil war. Usually people just start fighting. Roman civil wars started when two or more men decided to fight each other. There was not prior governmental decision. They modilised their armies and fought. In the earlier part of the history of Rome the top officers of state were also military commanders. Later the civil wars were between professional generals. There was only one exception to this. This was when the senate gave the Second Triumvirate (an alliance between Octavian, who later became Augustus, Mark Antony and Lepidus) a five year mandate to rule Rome and fight the forces of the assassins of Julius Caesar.

There was only one senate, but at different times it was made up of different numbers of men. For example, 300 was a number that was carried from abut the start of the republic, but it mushroomed to 900, in the era of Julius Caesar. By the time of the war between Octavian and Antony there were a little over 600 members of the senate.

Lepidus was bribed and forced into retirement by Octavian... Octavian wanted to get all the power. Then, Mark Anthony married Cleopatra,Queen of Egypt,and Octavian won a war they did and chased Mark Anthony to Egypt, then Cleopatra pretended to die and Mark thought she was dead, so he killed himself, then Cleopatra killed herself after seeing that Mark was dead, Romeo and Juliet story! :)
