England did build a strong navy through organization of fleet, creating a small force and training. The high specialize training which was well funded by the government helped England build a strong navy.

During the revolution times, they didn't. They stole ships from the British Royal Navy and copied them, using Britain's own weapons against them.

During World War 2, the height of the American naval era, they used technologies that were provided by the Allies or stolen from Nazi Germany. The UK provided the Americans with technology to improve ships and harbours against torpedoes, for example, but the US didn't use the technology, resulting in heavy casualties when Pearl Harbour was attacked.

The United Kingdom still had a larger navy than the US through both the revolution and second world war. the reason being because the UK is a large island, surrounded by water, and therefore had been a naval-based nation since the people learnt shipbuilding.

It depends on the era you are referring to.

During the revolution, they stole and copied British ships, so they were not more powerful, they were basically the same. Until the ironclad came along, which was hard to sink and superior to British wooden ships, although it was slow and clumsy.

During the world wars, the US still wasn't up to date on its naval technology until the allies shared with them new naval technologies or had stolen technology from the Germans.

The US improved their navy through advancing technology or sharing technology with their allies.

Although the US would like to think so, they still do not have the most powerful navy. The Chinese navy is far superior to the American navy. The Russian navy being the second most superior, followed by the US and UK being the joint third most superior.
