Not so easily. There were pre-existing territories in many cases., Germany was divided up- Berlin in particular into four occupation zones, Russia getting, naturally the Eastern Bloc. Even Czarist Russia had fifteen time tones, as was said about, well you can figure it out- And her Empire shall stretch across Fifteen Time Zones! Nine words, letters to words- Anastasia!
