It wasn't just Liverpool. London, Manchester, Glasgow, Leith, Cardiff, Bristol, Newcastle etc all suffered. The change came about with containerisation. Huge ships were built to accommodate thousands of containers and all of these ports weren't big enough or had water deep enough to accept these new larger ships. Felixstowe and Southampton are now the two main ports for large ships.
