Of course. As in most wars, citizens signed up expecting a quick end to the war. Some units were formed for 90-days. A few months later, some still enlisted for 1 year term. Many did not have time to train and prepare. The tactics used in the Civil War required precision marching and movement in order to direct your fire where it was needed. Also, some were sent to battle at Bull Run and in later battles such as Shiloh, without ever firing their rifle.
