Yes, fuel was in very short supply for Japan's military & civilian sectors the entire war. By 1944, Japanese ships were stationed closer to the supplies of oil in the Dutch East Indies & British Malaya. The Japanese Navy began using unrefined oil instead of refined fuel oil for its ships. This caused mechanical problems for these ships, however the Japanese had to do this because of the shortage of fuel. The Japanese had a shortage of oil production & refining facilities, a shortage of oil tankers to move oil & fuel around, and a lack of understanding of modern military logistics.

If you are talking about the fuel gauge moving on its own or when the vehicle comes to a stops this is controlled by the fuel level sensor it consists of a float, a wire float arm, and a ceramic resistor card. The position of the float arm indicates the fuel level. The fuel level sensor contains a variable resistor which changes resistance in correspondence with the amount of fuel in the fuel tank. If after you have scanned the vehicles computer and find no problems then to correct this you will need to replace the complete fuel pump, it only comes as complete unit...

Air resistance, also known as drag, creates a force that opposes the motion of a vehicle as it travels through the air. This force reduces the vehicle's speed and fuel efficiency. In order to overcome air resistance, vehicles need to expend more energy, resulting in increased fuel consumption.
An Ohm reading is the amount of resistance through a fuel injector. A fuel injector is a solonoid that controls fuel delivery. Inside the injector, there is a coil of wire. When you measure the Ohms across the injector, you are checking the amount of resistance in that coil of wire. Each injector manufacturer has their own acceptable measurement, so check with them for proper readings.

In a fuel powered space heater, an orifice throttles the fuel feed (resistance to flow), which controls the heating rate. In a steam powered space heater, an orifice throttles the steam (resistance to flow), which controls the heating rate.

The lever moves ( as the fuel is depleted or refilled) along a variable resistor in the sending unit. The guage detects the variance in resistance, telling you how much fuel is in the tank.
Anytime you have an object moving through the air, power is needed to overcome air resistance. The less resistance a vehicle has, the less power that is needed to push through the air and therefore, less fuel used.
