Had Germany not of declared war on the US after Pearl Harbor would the US of declared war on Germany or would they of stayed out of Europe?

In December 1941, the United States was actively aiding the British and Russian war effort by every means short of actual offensive combat. Over a hundred American merchant marine ships and several navy ships had been sunk or damaged by German U-Boats, and hundreds of Americans had already been killed.
Even if the Japanese had not attacked the United states it is quite likely the United States and Germany would have been at war by the spring of 1942 at the latest.
