It's impossible to know for sure, but they almost definitely don't. The anarchist's cookbook is available for free online, and contains very little up to date or accurate information. The government will have much better leads to go on in the investigation of potential terrorism than simply who has access to the anarchist's cookbook.

No the government does not track you no matter what book you check out. Librarians have always fought for intellectual freedom.

No. However, as an explosives engineer, I will tell you that there are errors in the Anarchist's Cookbook. Those errors can get you killed.
