I am going to take an educated guess here. Queen Victoria had Charles Spaniels so I would think that because she was so popular the dog would be as well. A fashionista in Victorian times had a pet miniature dog that went with her everywhere. One favorite was known as a Schipperke because it had short hair another toy dog was a Kye .
