Not necessarily. Rome fell mainly because of the Great Migration (people from nearby countries referred to as "Barbarians" came into Rome) so Rome suffered financial problems and military issues. Famine began after plague caused by Rome trying to solve financial problems by trade (plague was brought in by fleas on rats on foreign ships).
