The war in Western Europe began on May 10, 1940. Germany had been successful in Poland in 1939. With the East secured, Germany set its sights on Western Europe. France dominated Western Europe, and seemed well qualified to use all of its defensive power to halt the Germans.
By 1940, the Nazis held most of Western Europe and a large part of Eastern Europe - Germany, Austria, Czechoslovakia, Poland, Denmark, Norway, Holland, Belgium, Luxembourg and France and large parts of the Balkans. They also had Greece and the northern countries of Africa.
Germany launched major offensives in Western Europe during April and May 1940. In April, 1940 Germany invaded Denmark and Norway in order to protect its shipping interests. Germany also attacked France and invaded neutral nations like Netherlands, Luxembourg and Belgium in May, 1940. France also fell in June, 1940.
The Battle of Belgium was part of Hitler's Blitzkrieg in western europe in the spring of 1940. It was fought in Belgium, hence the name.

While the so-called phony war in Western Europe lingered, Germany's invasion of Poland in 1939 set Germany in a good position in the soon to come war in France. That's because it allowed Germany to perfect it's "blitzkrieg". What the invasion did was to uncover defects in that "blitzkrieg' and therefore make them ready for Western Europe in 1940.
Great Britain was the only country resisting Hitler in the summer of 1940 in Western Europe.
