In America, the Drug Enforcement Agency (DEA) categorizes drugs into Schedules, based on their likelihood for abuse, danger, and therapeutic value. At the time of this writing (March 2012) there are five schedules, as follows:

Schedule I -- drugs that have a high index of abuse and/or may be addictive, are potentially dangerous, and have no therapeutic use at this time. LSD (Lysergic Acid Diethlymide) is one example.

Schedule II -- drugs that have a high index for abuse, may be habituating or addictive, but do have a restricted therapeutic use. Morphine (MS) is one such medication.

Schedule III -- Drugs that are less prone to dependency than Schedule I and II medications, and are used therapeutically (and recreationally) Vicodin containing 15mg of hydrocodone falls into this category.

Schedule IV -- Drugs that have a comparatively low index of addiction or habituation. One example would be Xanax (alprazolam).

Schedule V -- Substances that have a low likelihood of addiction, abuse or habituation, but contain lower levels of substances that are potentially addictive. Examples might include antitussive or antidiarrheal preparations containing not more than 200mg/100ml Codeine.

There are a long list of class one narcotics. Class one are called so because they have a high potential for addiction and/or abuse. Some examples of class one narcotics are various classes of opium, stimulants and depressants.

I am assuming you mean schedule I classification. According to the FDA, these are drugs that are highly addictive and serve no medical purpose. Examples include marijuana, methamphetamines, and peyote.

Class 2 or Schedule II narcotics have a high potential for abuse, a currently accepted medical use in treatment in the United States or a currently accepted medical use with severe restrictions, and abuse of the drug or other substances may lead to severe psychological or physical dependence. Some Class 2 narcotics include codeine, hydrocodone, morphine, and opium.
