Your real issue is the potential effect (however slim) on handling and braking. The weight of the chair/hitch will be hanging well behind the rear axle centerline. That could (theoretically) affect braking to some degree because it reduces the percentage of vehicle weight on the front tires (which do most of the braking) and handling just because of the pendulum effect of the additional weight hanging off the back bumper.
