Yes, it is. It's also a good argument in favor of for-profit hospitals. Yes, a for-profit hospital makes money running "unnecessary" tests, but I'd rather have those tests than have them red-lined because they're "too expensive." They've also cut back on real doctors, replacing them with "nurse practitioners" who are essentially PhDs in nursing studies and NOT medical doctors (MDs).
