A doctor will be able to give you a blood test for pregnancy and tests for cancer. You may be able to get insurance through your state to cover all or at least most of your medical costs if you don't have insurance. If you look up Planned Parenthood in the yellow pages, they will be able to help you with the pregnancy part. I believe they are free clinics or at least on a sliding scale.

Go to planned parenthood, get the blood test to make sure you are, then make plans for an abortion. If you actually want to go through with the entire process of pregnancy which will be an absolute 9 month long pain in the butt if you don't even want the kid...then you could consider adoption. Just get an abortion.

It does not necessarily mean you are not pregnant. You can have false negatives with pregnancy tests, but you cannot have a false positive. Depending on how long you have been possibly pregnant, the hormone levels may not be strong enough to be read by the pregnancy test. You can wait a week or so and take another test at home, or go into the doctor's office or planned parenthood office and get a blood test, which is more conclusive.
