Soft is the relaxed form of a muscle. Usually a muscle will get softer if not used for much time. It can also dissolve much faster as body will try to get rid of anything unnecessary or more than needed.

Muscles are soft because they need to contract and relax, which involves stretching. If muscles were hard like bones, then the muscles could not contract to move the body since bone is hard and cannot easily be contracted or stretched.
