Well, it has been known to help induce labor! Doctors often suggest it. But it's not a scientific method or something, and it doesn't always work. But it can't hurt to try right?!
Drinking vinegar to induce labor is an old wives tale and will not work. It is not recommended to try to induce labor by any methods.
Only a Vet, with medication, could induce labor in a cat. Cats are natural mothers and will go into labor when the time is right.

If the mother does not go into labor, the doctor will bring on (induce) labor in order to prevent the risk of hemorrhage. Labor is usually induced by giving the mother a drug (oxytocin) that cause the uterus to contract.

This is usually not an immediate health risk to the mother, and typically labor will begin spontaneously within two weeks or so. If the mother doesn't want to wait, or if labor hasn't started within two weeks, doctors can induce labor to expel the dead fetus. (Doctors don't like to wait much longer than that because after two weeks there's a risk the mother will develop blood clotting problems.)
