Fear of stealing is not in any way an irrational fear or phobia, since it is true that people who steal face the likelihood of being arrested and sentenced to prison. Hence, to be afraid to steal is simply to understand the world in which we live. So the answer to your question is, pretty much everybody has the fear of stealing. Anyone who doesn't, is abnormal.
