These terms are also used in many other subjects like osmosis in Biology, where the cell (animal, plant) gains too much (hypertension) or looses to much (hypotension) water and can become plasmolysed (when a plant/cell wilts or turgid (expands and can eventually burst).

Blood pressure can change from either the amount of blood being pumped (cardiac output) or the constriction/dilation of the blood vessels. A good analogy of this is if you think of a garden hose. The force of the water will change if you adjust the amount of water flowing through it, or if you use a hose that is narrow or wide.

Hypotension, then, can occur if either there is a small amount of blood being pumped by the heart (low cardiac output), or if the blood vessels are dilated (so cardiac output could still be high).
