Yes color doesn't matter. They may be darker then white people but sun burn is a burn that anyone can get. And it looks like it would look on a white person or any lighter color but not as easy to see. It depends on the skin tone and how long you were out in the sun.
The mark looks like a fairly thin line running from the outside of the lip toward the inside. It may not encompass the entire space, but instead look a lot shorter and not exactly reach either end. In any case, it should look like a thin vertical line, whether it is short or long. The color would be about the same as any burn on the lip. Maybe ashy colored or more red or pink. If it was a bad burn, it will appear more white.
