Please look up Lyme Disease and their co infections... This is a classic symptom of one of the bacterial co infections that goes along when someone contracts Lyme Disease. I was told by my doctor that it was nummular eczema but the pictures I see of nummular are larger than goosebumps. It could be keratosis pilaris which is a form of eczema. All I know is it itches and is not fun. I have had this for the first time this winter. I use lotions, Neutrogena oil, a cortizone roll-on and Benadryl.

Your description does look like they are stretch marks. You can try using 'Stretta' from Zenmed to get rid of them.
